Developing Climate Change Resilient Communities (ReCom)
Narrative Description of Project:
The project aims to strengthen the resilience of poor and climate-vulnerable households in two villages in the Syangja and Kavre districts. It enhances the community’s capacity to adapt to climate change through a Climate Vulnerability and Capacity Analysis process. Objectives include (i) empowering communities for local-led climate change adaptation planning, (ii) integrating vulnerable households into Farmers’ and Forest User Groups, and (iii) reinforcing the partnership between ASK, CICED, and TRIANGLE. Outputs involve data collection, introducing climate change adaptation measures, disaster risk reduction, develop organic farming, and income generation activities. The project targets 5,800 primary beneficiaries and builds on ASK’s successful prior work with TRIANGLE and CICED’s technical expertise. ASK facilitates community-led activities focusing on advocacy, planning, climate resilience, inclusion, and sustainable development.

Description of Actual Services Provided
- Strengthen communities, enabling them to implement climate adaptation practices and measures. This is done through an improved and updated Climate Vulnerability and Capacity Analysis (CVCA) process. The result of this project can later be replicated in the two municipalities where the pilot wards are situated.
- Strengthen the advocacy capacity of the communities working for the localization of the CVCA capacity and process in the local municipalities and to improve the possibilities to prevent disaster. The project will develop a method integrating poor and vulnerable households (HH) in the well-functioning farmers group, which ASK has already established.
- Strengthen the working modality between ASK and CICED, who are new partners. ASK has a long history of cooperation with TRIANGLE. TRIANGLE and CICED have agreed to cooperate on the support for the ASK projects. This project will consolidate the new partnership building on the successful community development work ASK implemented with the TRIANGLE in the fields of governance, democracy, sustainable agriculture, and climate issues.
Key outputs
- About 1000 citizens, including school students living in the project areas are involved in preparing the CVCA and can contribute to developing simple climate change adaptation action plans.
- CVCA reports, including climate vulnerability and adaptation pathways for 20 villages, are prepared. These plans can be used by the communities to advocate for interventions by the wards and promote the inclusion of landless, poor and vulnerable households in the production activities.
- About 40 citizens will know about the climate vulnerability capacity of the ward and be able to advocate for implementation of a ward-level climate vulnerability capacity development plan.
- One CVCA model village is established in each of the wards. They will serve as a role model for others. Here demonstration plots for farming, landslide control and model IGA will be developed.
- The communities in the work area have influenced the ward and municipality to allocate funds for the adaptation of actions recommended by CVCA in the budget negotiated in May/June 2026.
- 10 households in each working areas will have conserved and used climate change-tolerant crops.
- 30 vulnerable HHs will have improved their skills in sustainable organic farming practices.
- 30 poor and vulnerable HH have initiated IGA activities partly within their Forest User Groups.
- Disaster response plans will be developed and implemented in two villages in the work areas.
