Promoting Inclusion and Power Balance in Community Forestry Governance in Nepal

Background:

CICED Denmark and ASK-Nepal with the financial support of Global Focus are partnering to explore and address power imbalances within their collaboration and Nepal’s community forestry structures. Together, they will engage six diverse CFUGs to study how internal hierarchies, exclusion, and elite capture affect governance and benefit distribution. An independent consultant will document these dynamics, feeding into reflective dialogues to foster more equitable collaboration. The project will co-create a pilot framework (“manual and Pixi book”) for inclusive, transparent, and participatory CFUG governance.

ASK-Nepal contributes expertise in social accountability, GEDSI, and community engagement, while CICED brings strategic and participatory learning approaches. This joint initiative is designed as a learning and innovation space, building capacities in inclusive facilitation, adaptive governance, and equitable partnerships, with lessons and tools shared to strengthen community-based natural resource management locally and globally.

Actual Service Provided

    • Joint selection of six CFUGs from Kavre and Syangja districts, representing diverse social and geographic contexts and ensuring the inclusion of poor, women, and marginalized households.
    • Participatory field assessments using observation, focus group discussions, and interviews to analyze local power structures, decision-making practices, and benefit-sharing mechanisms.
    • Joint learning and reflection workshops with CFUG members, ASK, and CICED to co-create practical solutions for more democratic and transparent governance.
    • Development and pilot testing of an inclusive facilitation framework (manual) based on lessons learned from the field, to be refined through feedback and shared learning.
    • Documentation and sharing of key lessons through reports, case studies, and learning briefs for dissemination to wider stakeholders.

EXPECTED OUTPUTS

  • Develop and test an inclusive model for community forestry governance that ensures representation and benefit-sharing for poor and vulnerable households through participatory learning and reflection.
  • Develop learning documents, promote wider sharing, and further strengthen the partnership.
